The County of Marin is recruiting volunteers to serve on the Equal Employment Advisory Committee (EEAC), which is appointed by and reports to the Marin County Personnel Commission. The Committee has the responsibility for the continuous monitoring of the County’s Equal Employment Program and efforts, the consideration and development of recommendations to the Personnel Commission for policy improvements or specific areas of improvement to enhance the Equal Employment Program, and to carry out such other responsibilities as the Personnel Commission may assign to this Committee.

Specifically, EEAC members will participate in first reviews of draft Equal Employment and Opportunity (EEO) 5 Year Plans and the Equal Employment and Opportunity Five Year Mid-Term Update and making recommendations thereon to the Personnel Commission regarding inclusionary and equitable programs and practices. In addition, EEAC members will attend, along with the Personnel Commission, an annual briefing by the Human Resources Director and the Equal Employment Officer, regarding a summary of such potential information as equal employment claims, trending, number of complaints made and investigated, inclusionary practices, training and compliance rates.

  • Application and Selection Procedure

    The Personnel Commission will review the applications and make initial selections at their quarterly meeting. Notifications will be sent informing applicants whether they have been appointed.

  • Committee Members

    The committee is comprised of seven (7) members, all appointed by the Personnel Commission, consisting of the following: two (2) labor representatives; one (1) member of the Marin Women’s Commission; one (1) member of the Human Rights Commission; one (1) member from the Workforce Investment Board, and; two (2) at-large appointees who are either employees or residents of Marin County. Membership is collectively subject to a limit that no more than three (3) members at any time may be County of Marin employees. Selection of members is subject to special consideration for employees or residents who may be from the following groups if under-represented on the committee: Black, Hispanic, Asian/Pacific Islander, American Indian or Native Alaskan, in an age group 40 or over, disabled, women, low income, and/or gay/lesbian.

    The ideal candidate will have the following:

    • Ability to communicate and collaborate with co-members of the Equal Employment Advisory Committee and with the Personnel Commission.
    • Ability to establish and maintain effective working relationships with co-members, the Personnel Commission, the Equal Employment Officer and other County staff.

    The Commitment

    Equal Employment Advisory Committee members are expected to attend the annual briefing by the Human Resources Director and the Equal Employment Officer, and also the first review of the EEO 5 Year Plan and Update concurrently with the Personnel Commission, and the occasional special meeting as needed.

  • Mission and Rules of Order
    1. Authority: This Committee is established by direction of the Marin County Board of Supervisors on December 9, 1975, and by action of the Marin County Personnel Commission of February 26, 1976.
    2. Duties: The Committee has the responsibility for the continuous monitoring of the County’s Equal Employment Program and efforts, the consideration and development of recommendations to the Personnel Commission for policy improvements or specific areas of improvement to enhance the Equal Employment Program, and to carry out such other responsibilities as the Personnel Commission may assign to this Committee.
      "Monitoring" is defined as participating in a first review of the EEO 5 Year Plan and EEO Five Year Mid-Term Update and making recommendations thereon to the Personnel Commission regarding inclusionary and equitable programs and practices; and attending, along with the Personnel Commission, an annual briefing by the Human Resources Director and the Equal Employment Officer, regarding a summary of such potential information as equal employment claims, trending, number of complaints made and investigated, inclusionary practices, training and compliance rates.
    3. Membership and Appointments: There shall be seven (7) members of the Committee, all appointed by the Personnel Commission, consisting of the following:
      • 2 Labor Representatives
      • 1 member of the Marin Women’s Commission
      • 1 member of the Human Rights Commission
      • 1 member from the Workforce Investment Board
      • 2 at-large appointees who are either employees or residents of Marin County
      • Section 3. a-e herein above is collectively subject to a limit that no more than 3 members at any time may be Marin County employees
      • Selection of members subject to special consideration for employees or residents who may be from the following groups if under-represented on the Committee: Black, Hispanic, Asian/Pacific Islander, American Indian or Native Alaskan, age group 40 or over, disabled, women, low income, and/or gay/lesbian
    4. Term: Committee members will serve two-year terms, except that the terms of the first committee members appointed pursuant to this revised Charter shall be staggered so that the term of members representing the Marin Women’s Commission, the Human Rights Commission and the Workforce Investment Board shall expire in three years, and the term of the remaining members shall expire in two years. Members may apply to the Personnel Commission for re-appointment at the end of term.
    5. Officers: Officers of the committee shall be a chairperson, a vice-chairperson, and a secretary who shall be elected at the first meeting of the calendar year from among the members of the committee by a majority vote. The terms of the chairperson and the vice-chairperson shall be one year. The chairperson shall be responsible for conducting any special meetings, and for presenting the Personnel Commission with any requested written summaries regarding monitoring actions and recommendations. The vice-chairperson shall act in the absence of the chairperson. The secretary shall be responsible for recording committee minutes per section 10 below.
    6. Quorum: The presence of a majority of the members occupying seats on the Committee shall constitute a quorum for the transaction of business.
    7. Voting: Each member shall be entitled to one vote which must be cast in person when a vote is required at a meeting of the Committee. Effective action shall require the affirmative vote of a majority of all members of the committee present with quorum satisfied.
    8. Meetings: The Committee shall meet with the Personnel Commission annually to receive the briefing from the Human Resources Director and the Equal Employment Officer herein above described in section 2. The Committee will also meet, concurrently with the Personnel Commission, so as to engage in a first review of the EEO 5 Year Plan and EEO Five Year Mid-Term Update. Special meetings may be called by the Personnel Commission or the Committee chairperson, with notice and purpose of said special meeting to be provided at least seven working days in advance of the meeting.
    9. Agenda: The agenda for each meeting shall be prepared by the Equal Employment Officer in consultation with the Personnel Commission chairperson or Committee chairperson as necessary. The agenda shall be posted in a public location and on the County of Marin website 72 hours prior to the meeting.
    10. Minutes: Action minutes will be taken by the elected Committee secretary and retained by the Equal Employment Officer as a record of the Committee’s actions at each meeting.

  • Personnel Commission

    The Personnel Commission provides planning and policy advice to the Board of Supervisors, County Administrator, and Director of Human Resources on all phases of the County's personnel program, including the Merit System.

    Committee members are appointed by the Personnel Commission to a two (2) year term, except that the appointees from the following groups will be appointed to an initial three (3) year term, and thereafter a two (2) year term: Marin Women’s Commission, the Human Rights Commission and the Workforce Investment Board.
